So like, I found a chat fic on AO3 I think you might enjoy:

It's titled Pokémon Forum: BattleNET.

Basic premise is that, after Ash and Gary fall out as children (two years prior to the first episode of the series): Delia decides to put together a forum for young, soon to be trainers.

They accidentally become an international crime-fighting organization due to Team Rocket's repeated attempts to steal Pikachu.
